Ladd Environmental Consultants, Inc. was incorporated in 1973 by six engineers to continue providing civil engineering services that were previously performed under Ladd Engineering Associates, Inc. The original Ladd Engineering Company (subsequently renamed Ladd Engineering Associates, Inc.) began in 1938. Two of our current owners have been with Ladd since before 1973.

Our Staff
Larry Whitley Owner, BCE, Registered Professional Engineer in Alabama, Tennessee, and Georgia with over 39 years experience with Ladd. Larry specializes as Design Engineer and Project Engineer. He has successful projects in municipal water supply, treatment, distribution and storage, municipal wastewater collection and pumping facilities, site work, grading, storm drainage, streets, curbs and gutters.
Wayne Meadows Owner, Project Manager, Architectural Drafting, ICS. Wayne has over 45 years experience with Ladd and specializes as Chief Draftsman, project administrator and recreational projects. Wayne's design experience includes recreational facilities, transportation projects (streets, sidewalks, trails and boating facilities), water/wastewater treatment, collection distribution facilities, buildings, mapping, municipal improvements and highway permits.
Jerry Baker Registered Land Surveyor in Alabama. Jerry has over 39 years experience with Ladd and specializes in design and surveying. His experience with our company includes architectural drafting, water and wastewater, collection and distribution facilities, buildings, recreational facilities, mapping, surveying, municipal improvement (streets, drainage, curb and gutter), mining permits and highway permits.
Roy BrittainBCE, MSSE, Registered Professional Engineer in Alabama. Roy is one of the original founding partners and has returned full-time from retirement. He has over 39 years consulting engineering experience in municipal water supply, treatment, distribution and storage facilities, municipal and industrial wastewater treatment and collection and pumping facilities.
James Payton Owner, BS Agricultural Engineering, MS Agricultural Engineering. Registered Engineer in Alabama and Georgia. James has been with Ladd for over 14 years as a Design and Project Engineer. James specializes in project administration, reports and studies, computer hydraulic analysis, permits, mapping, municipal wastewater collection and treatment, water distribution/storage/supply/treatment, State Revolving Fund, Rural Development administration, environmental reports, environmental site assessments, erosion & sedimentation control, site grading and stormwater drainage.
Wayne Rosenbalm BSCE, Registered Professional Engineer in Alabama and Georgia. Wayne has worked for Ladd for over 5 years and has over 30 years experience in Structural Engineering with successful projects in power generating facilities, pulp and paper facilities, wastewater facilities, water supply facilities, and recreational facilities.
Adam Lea Owner, BS, Civil Engineering, Registered Professional Engineer in Alabama and Georgia. Adam has been with Ladd for over 6 years as a Design and Project Engineer. His engineering experience includes municipal wastewater collection and treatment, water distribution, project administration, funding applications, engineering reports and studies, permits, mapping, erosion and sedimentation control, computer hydraulic analysis, drainage, streets, and environmental reports.
Kevin Holcomb Design Drafter/Technical Illustrator. Kevin has over 25 years experience with Ladd and specializes in drafting and field surveying. His experience includes mapping, surveying, water and wastewater treatment, collection and distribution facilities.
Tina Shrader Civil Engineering Technology, CAD. Tina has over 23 years experience with Ladd and specializes as a draftsperson/CAD operator. Her experience includes mapping, surveying, water and wastewater treatment, collection and distribution facilities and utility permits.
Scott Blevins Architectural Drafting/Computer Drafting. Scott has over 25 years experience with Ladd and specializes in Computer Drafting and Field Mapping. His experience includes mapping, collection and distribution facilities, highway permits and construction observation.
Troy D. Smith Owner, Designer, Project Manager, Field Observer, TVA Certified Electrician and Welder. Troy has over 21 years experience with Ladd and specializes in project management and design of treatment facilities, buildings and tanks. His experience includes water and wastewater treatment, collection and distribution facilities, buildings and recreational facilities, mapping, municipal improvements (streets, drainage, curb and gutter) and natural gas distribution.
Corey Baker Survey Technician, Design Drafter, GPS/GIS Technician, Field Inspection. Corey has over 12 years experience in land surveying and engineering. He has passed the National portion of the Alabama Exam to become a registered land surveyor. His experience includes land surveying, water and wastewater treatment, collection and distribution facilities, highway permits, GPS/GIS data collection and GIS database management.
Evelyn Black Business and Accounting. Evelyn has over 21 years of experience with Ladd. She is our bookkeeper and specializes in EPA project administration, construction project administration, client billing, payroll, accounts payable, accounts receivable, general ledger, monthly/quarterly/yearly tax reports, all bank deposits and 401K plan administration.
Suzanne Rucks Paralegal/Word Processing. Suzanne has over 14 years experience with Ladd and specializes in engineering reports, studies, funding applications, specifications, bid documents and contract awards.
Marie Storey has over 10 years experience with Ladd and provides administrative support. She manages new job files and bid files for all projects as well as the job database, the catalog library, printing, shipping and assists with human resources.
Stanley Smith Field Inspector for installation of water, sewer and gas lines and related mechanical and building structures. Stanley has over 13 years experience with Ladd.
